Could you make it worth a damn?
Compared to other skills on other classes, this one seems woefully under-powered.
It misses far too often, does far too little damage given the lag and the effects seem minor at best.
It's not like the Hunter class is even close to being over-powered.
(yeah, yeah, I know, everyone thinks they've gotten the short end of the stick, but really....)

Websters: having or showing a consciousness of one's shortcomings;
In other words, my hunter has distinct shortcomings with aimed shot and I'm hoping you guys will make it a little better in at least one of the areas mentioned.
I know, it's me that really sucks as a player, but I've honestly never seen it do much of what the helpfiles indicate it should (i.e. never seen head shots blind or slow anyone down, even when dazed, never had anyone seem to slow down when limping, weaker when hit with a torso shot, etc..).
I'm sure it does something but since I don't know anyone OOC to act as a target and ask specifics, it looks like it doesn't do much, doesn't hit often, etc.. I mean, it really misses a *lot* in PvP and against mobs.
Okay, enough whining. I do appreciate all the things you guys do for the game and I'm sure it often seems like we (okay me) just complain because of a personal lack of bad-assery.

I was disappointed with aimed shot as well. Not only did it miss a lot, but when it did hit the affects were unreliable and underwhelming. I never experimented with it enough to figure it out.
When you see secondary affects you know it did something... XXXX sails backwards onto the ground from the force of the arrow's impact. (stun, 1 round I think) XXXX clutches his legs, limping from the force of the arrow's impact. (-dex, not sure how much) XXXX stumbles slightly, dazed by the force of the impact. (not sure about this one, it might be muddle.)
A few ideas to get some more success:
Have you tried a ridiculously high hitroll?
Have you gotten the bracers of archery?
Do you hit more on foes with lower dex and can you lower dex?
Does observe make it work any better?
How about the terrain you're on?

Her aim is true as the arrow slams your torso! Your armor of bones cracks and splinters! Ranger's aimed shot MASSACRES you! You sail backwards onto the ground from the force of the arrow's impact. Ranger is covered with bleeding wounds.

Hence it looks like the torso shot doesn't do any lag at all.

Personally, I've tried all of the things you suggested, save maybe the ridiculous hitroll (never over about 32) and it's just an utterly unreliable skill. Hunter's have some other cool tricks but this particular one is just....meh
The damage is pretty mediocre as well (the ranger here has one of the stronger bows in the game).
