Admittedly I should know this but I've never been one to dwell on mechanics of the game as such.
Do normal Ranger skills suffer a penalty in civilized areas? I'm not talking about the wilderness dependent skills (e.g. wilderness familiarity) but rather dodge, parry, sword, etc..
I've always know they sucked in towns but I've been paying a bit more attention to success rates and survivability lately and it seems like even the dodge and parry work less well in a civilized spot.
So, I'm positing that there's a -1, 0, +1 kind of modifier on normal skills where -1 is civilized, 0 is non-home terrain wilderness and +1 is home terrain.
Off my rocker or what?

No.
(Although wilderness familiarity is a passive skill that essentially modifies dodge, so...)
Generally if a class besides ranger or druid also has a skill, you should assume being in the city doesn't affect it.

Thanks, it must just be that effin' RNG messing with my head again. It sure seems like it sucks a lot worse in civilized areas.
