I've been wondering lately if there was any way to overthrow the empress, I mean, she could be in that post forever, and somebody else would want it someday.

I don't think he was referring to it on levels of badness. He was just pointing out that the lich wont ever age die, and certainly appears more than skilled enough to never con die.
Empire seems to be on the upswing lately, which is nice. Honestly, she'll probably have to get bored and delete before there's a new one, barring any huge screw-ups.

Sure it's possible. If you can manufacture situations where she looks weak, you can turn others in the council against her. After that, it's not that hard.
I guess it all depends on how willing you are to risk your own neck in the process and how creative/charismatic you are. Liches have been deposed from the throne before.

Is that true? And the Emperor is the only one who appoints council members? That's an interesting incentive for an Emperor to never, ever have a full council.
As the simple - but profound - mantra of economics goes: People respond to incentives.
