I think this makes a certain amount of sense, and would help even out how the Empire leader powers balance out for different classes a bit better.
I'll talk it over with the powers that be.

Especially for classes with some kind of heal ability.
It feels to me as if you are only considering healing curse in the hands of a necro / ap, at which point you're talking the Emperor. But healing curse is a divine sect power, and doesn't really make them into a totally lethal force.
I mean, healing curse goes to a shaman or a healer too!
To me, the first suggestion was the more appropriate. Make it have a risk of waking someone.

Is healing curse hard to land? I always seem to have it land on me despite good saves. Success rates higher/lower?
Also healing curse on regeneration forms is nasty.
Maran leaders get heavy weapons. Hope is the worst of evils, for it prolongs the torment of man.

But I guess on the other hand you have the fact that the people with healing curse tend to be relatively durable so their fights are often long ones.
