It's mostly int, with wis mattering some.
My opinion... not your best pick as an arial, unless you expect to have a lot of long/running fights -- which, depending on your cabal/otherlegacy/spec choices you might.

I don't think I ever got past the 2nd "charge" in any of my fights, no matter how prolonged...
I was dagger/mace, so I'm sure you may get more mileage from a more defensive spec (spear comes to mind)

Habitual rager player trying to branch out... So, sometimes I used stoneskin and protection from good, but other than that, no.
I really don't care all that much - which is why my chars lose way too many winnable fights.

I hit max charges ALOT of times, I was dagger/spear/defender. So loooong fights, but it rarely helped me I believe. Nevet cut anyone off from fleeing etc...
It was a decent legacy for an arial, but there are better. Always shoot first and then call whatever you hit the target.

For a sword specc whirlwind of steel might be nice with incarnadine wave. Try to envision how the spec/legacy/legacy will work with eachother in general. Even though some of them are hard to know how well they work.
Ckol had dancing as well, and that is a good thing to take with an arial using daggers for example. Always shoot first and then call whatever you hit the target.
