At what weight is a weapon actually considered heavy?
At what weight does the legacy or any edges for heavy weapons start to kick in? Is it progressive the heavier the weight?

Generally this is a sliding scale.
Edited to add:
The sliding scale is by weapon absolute weight and isn't relative to the strength of your character; however, you're probably still better off thinking of heavy as being something more like "this weapon is so heavy it's about all I can wield." A 20 pound weapon doesn't qualify as all that heavy, for example.

Thanks for the reply.
To clearify, does this mean that the legecy 'Fist of the Titan' (raises max wield weight) -will not- effect any bonuses granted from wielding a heavy weapon by an edge or Trapping?
If before getting Fist you could wield X weight and it was heavy for you but now that you have Fist it isn't a big deal, would you garner the same bonus as you did before?

Correct. (Except in the sense that you can potentially wield something you couldn't before.)
I was just trying to say that I've seen people with Trapping say: Okay, I can wield 40 pounds total, so I'm going to wield two 20 pound maces. In that case you're getting some use out of Trapping, but not a lot. Probably a better bet in that case would be something like a 35 pound mace and a 5 pound one, even though it wouldn't help your offhand at all.
