If a person logs off a character, make it so they can't log on a new one for 30mins to an hour, unless it's the same character.

You'd have to do it by IP address, and that could (potentially) screw someone else who happens to get that same IP. I mean, it's not very likely, but I guess it *could* happen. Kind of a cool idea, though.
