Ok, mostly the helpfiles will help you somewhat with prereqs
I chose this helpfile to help us
Helpfile View: 2311
'HOLLOW BONES' Arial transmuters can learn to use their hollow bones to practical effect, enabling them to successfully mix their flight with calcification magic.
(This does not enable them to mix flight with other incompatible magics.)

It mentions in this particular helpfile very clearly *Obviously not a Nep helpfile =P* That you have to be a arial, then it mentions Flight and Calicify, so I would assume either your inherient flight/flight spell need to be at 80% or 85% as with Calcify and of course you need to be a arial.
There is sadly, no real way to gauge its expense beyond a few things. So if your wondering how expensive an edge would be, ask the following questions. How many people could pick this edge *IE is it for some race specific combo that isn't usually X class?* How cool does it really sound? Do you think with every one of your characters would kind of want this edge?
Going on this I'd say the arial transmuter edge in this particular case is likely cheap and requires 80% in inherient flight and the spell calcify.

Some bard edges are also repertoire specific. Though I don't know offhand if that is one.

It's rare you'll need a skill to be perfect for an edge.
Look at the skills referenced in an edge helpfile; probably they need to be at least 80% or maybe as high as 90%, depending on the edge.
Usually you can't get an edge relating to a skill the level you get that skill, but usually more like five levels later.
Some edges have alignment/race/stat/etc. requirements; I've posted on some of this stuff in the past if you feel like searching.
