So, am I the only one who is completely and utterly lost on what the heck this is? What's it for and who gets it? I see nothing in the announcement board about it. I don't play during peak hours, so I had no clue there was even an archmage quest going on. Can someone...anyone...fill in the gaps?

People who earn it. Some got it via the Archmage quest. Others have gotten it after the quest.

Peak hours had nothing to do with finding out about the Archmage quest. A note was written a few days in advance.
