There been a lot of talk about this recently, namely the fact you can't place bounty's on people outside your range. I would love to see this entire system expanded, and added as a major part to the game. Some ideas include:
- More bounty offices.
- Add wanted and reward signs about the place. Have them on a timer to repop in random (but sensible) places, and also add the command to rip them down. The more the reward, the more they pop up, and the more often in frequently visited places.
- Allow people to place bountys on people below their PK range. Seems a little unfair to have lowbies collecting gold and causing trouble for those stronger than them, but the reverse seems fair enough. Don't like it? Rank up and kick their arse.
- Give the choice of whether or not you wish to remain anonymous when placing the bounty.
- Perhaps when placing the bounty, depending on how much you place you get x number of posters in return. You can then post these around the place as you choose. Like the random poster generator, but you control them.
- In extreme cases of high bounties (probably placed by multiple people) you could have special rewards such as items, experience, edge points, or temp titles (Bob the Warrior, Bounty Hunter - or something).
- Again in very high bounty cases you could have other occurances, mobs who whisper about you as you pass, reminding those with you of your price. Perhaps mobs who attack if you pass them, or assist if you fight beside them, maybe strong stalker mobs that pop out very, very, very rarely (or at the time a large sum is dumped on your head) to hunt you down. Perhaps a little extreme, but this would only be in very high bounties, and they would stop as soon as you died. I am against characters who never die.
I actually have a few more ideas, but I'm running out of time! I'll add some more later, but for now it's something to think about.

Although I fixed the bounty system the last time it broke, I had nothing to do with its original conception or implementation, so I am probably talking out my ass.
My impression is that the limitations on PK range bountifying were there to help curb cheating as much as anything else -- so that I can't, for example, log my hero on, put a 10 gold bounty on each person levels 11-20, then log on my level 15 warrior and start PKing for bonus cash.
We've got tools in place to catch this, and obviously there are still dirty things you can pull, but it's got to be cut down a fair bit thereby. The only question is if it ends up limiting the system more than it should.
Anyway, just one variable to consider in suggesting bounty changes that you might not have been.
