#18231, "Couple proposals for Tribunal--Outlander war"


          

* When an Outlander (or any cabal for that matter) is retrieving their item from Tribunal, and the Captain of the Guards dies, the cabal item is returned to Outlander (or insert cabal name), and you are required to flee (to survive), make fleeing past the courtyard and into the foyer not be a warrantable offense.

* Change the way insect swarm works, and make it more comparable to sequester. Only people who are wanted can be sequestered. Make it so that only people affected by trepidation or bioempathy can be affected by insect swarm. Reduce insect swarm timer to reflect sequester. Note: Trepidation and bioempathy can be used by out of range Outlanders, just as WANTED and manacles can be by Tribunals. However, trepidation also has a save vs spell factor, which can be resisted. This is the balance for Outlanders who are not wanted attempting to retrieve from Tribunal. It gives the Tribunal an opportunity to be able to retrieve/raid without being insect swarmed. Let the spirit insect swarm regardless, as is.

An alternate idea would be to simply reduce the timer of insect swarm to reflect manacles times.

You could put the tribunal head quarters somewhere other than Galadon. After all, they are sort of mercenaries hired by the protected cities, somewhat like the swiss pike. Make their headquarters a fort somewhere other than a protected area, maybe South Darien settlement. This way it it is only a crime to strike the inner, and you take away the ability to flee and rest unmolestd when retrieving

except that there is an element of risk involved in anything you do. Including dying for a cause you believe in, if it so happens. Considering outlander is the only cabal that can really murder;flee;murder flee. I don't see what the big deal is about. After all, it is quite apparent that you are retrieving your item then getting flagged with a chance.
