I mean, it is an area effect blindness spell. That's an overpowered spell if it succeeds too much.

Ever. Seriously, I have trouble blinding kobolds when I first get it in the teens. It just doesn't work.

It's not intended to work often, but it does work, and it is useful.

It's an area-effect, group-friendly blindness spell that is given to a class that isn't intended to have strong direct offensive spells.

Area-effect aggression is a useful tool to have. Even a skill equivalent to "stick out your tongue" that makes everyone attack you and really doesn't do anything else, can come in handy of if you don't have any other way to do that.

For some reason it doesn't always aggro mobs, but
apparently it aggros players nicely.

I think this spell should be named enhanced faerie fog, cuz
that's all it's good for.

The blinding part? Forget about it! =)

If you don't like the spell, don't use the spell. Others are getting plenty of quality, even deadly, use of it as is.
