#16919, "Two questions regarding improvement rates."

I have Evade, Aim, Precision Aim, and two of the Armor use skills, and have had them about fifteen hours play time. Do these skills improve through normal use, such as in ranking? In all that time I would expect to see one of them improve, but mine have not.
In general, this character seems to be learning skills at a much slower rate than in past characters. Have skill improvement rates been tweaked, perhaps in conjunction with the lucky edge?

Are you ranking on mobs that have pieces of armor on? If not, that's probably your answer. I don't know a lot about how this skill's coded but it seems to make sense to me that you wouldn't get better at a skill about beating armor unless you were beating armor.
Edited to add: Similarly, if you're not fighting mobs that give you something to evade (dirt kicks, disarms, kicks, etc.), you're obviously not going to improve at evade.
Lucky doesn't have a damn thing to do with skill improves, FYI.
