Oh, come now, Mages are intelligent and diverse. Think of it as a cantrip. Some mage somewhere decided one day that this would be a nifty spell to have, perhaps as a parlor trick, so it was invented. It's simple enough that it was able to be learned by all Mages who decided to do so. Being the intelligent and clever beings that they generally are, they saw that sometimes there are situations in which it would be better to use such a spell than one of their normal destructive spells of which they are known. At any rate, there are entertainers and magicians who would gladly have such a spell in their arsenal. It wasn't hurting anyone for mages to have it, and it can be justified, so why not give it back? It's more of a roleplay spell than anything. Why take away such a tool from people who would properly utilize it? Surely Bards aren't the only beings who are supposed to entertain with such. They're already the only ones that can sing properly (which, personally, I'd like opened up to other classes as well, but that's a different topic). "On ne fait pas de musique contre quelqu'un"

Ventriloquate may not be on-theme for a mage exactly, but I don't know that it's really off-theme either. It feels pretty much theme-neutral, like Fast Healing or Pen. I've never been a big user of it, but I always practice it and usually get an entertaining moment or two out of it. Seeing that sacrificed on the altar of theme is a little disappointing.
This, and the removal of dopple (via Entropy removal) are two of the saddest (trivial) events in my cf history. Dopple was the single funnest ability cf has ever seen (for my money) and ventriloquate was fun for similar reasons.
I do see why bards should have such an ability though.
