I really like this change. It's about choices and helping shifters pre-form. However, my experience (admittedly limited from one hero shifter last year) is that after you get your first form you spend most of your time in form, especially in any danger situations. When not in form I generally have the bat partial up. My point is that all of those partial shift spells are mainly options for such a short portion of the character's life. Has there been any thought to allowing a shifter to enliven one partial shift while in form? I'm think this would allow for more tactical choices. Partials are minor compared to what a form gives but this would add another wrinkle in terms of what shifters can do in form.

And I think shifters suck and are boring. Claws could up damage a little, fangs give a change to poison on bite, paws up dodge a little, lizard offers some lag reduction, etc.
