Add a special failure echo when someone attempts to summon a mob that's "permanently" non-summonable. If the mob had just wandered into a nosummon room, or was on another continent, was just too high level for the summoner, or some other "transient" thing that would prevent summoning, then no special echo is given.

They get a more descriptive version of summoning failures. God knows there's enough reasons for it to fail, that this could be a really damn handy edge - that wouldn't strictly increase power as much as utility.

The elite dwarves upon implimentation. They could get the echo and step into a guild
I always wondered, do they not get highly suspicious on how many dwarves that go on duty just seem to dissapear before their eyes? I mean, talk about your paranoia. I bet they think that place is swarming with duergar.
Edit: And somewhere, far below them, there is someone trying to figure out how the dwarves have kidnapped their king YET AGAIN.
