Only if You are wielding something other thn a sword in your primary hand.
Thus you loose Flourintine.
Now if you get to keep flourintine with Balance that'd sorta rock.
But Offhand jab doesn't exist for a pure swordslinger.

There would be no point to offhand-jab, honestly, if you were still wielding a sword in your main hand (seeing as you could jab normally). With balance you can jab whether you have a sword wielded in your main hand or not, thus negating any need for your off-hand jab skill. Why eliminate the advantage of a legacy by giving everyone a 99% of the time useless skill?

You start by saying there would be no point for the skill then admit you can think of at least one percent of the time when it would be useful. What is it? No point or some point?
With balance, as far as I know, sword spec still can't chose to jab with his off hand unless he is wielding something other than a sword in his primary.
So if a Sword Spec took Balance he would lose Flourintine, Cross, Double thrust and reposite (That's 4 of six of his spec skills) if he wanted to be able to jab with his off hand.
Having a skill such as Offhand Jab would allow them to jab with a blade that might exploit a vuln that their primary hand does not.
Imagine a human wielding an iron and mithril sword. He's attacked by an elf and his primary weapon is a Jeweled Broadsword where as his secondary is an iron weapon of sorts. Offhand jab anybody?
And this skill wouldn't have any advantage Balance has. It's a single skill with a very specific application, where as Balance has a ton of interesting combinations.

My advice for that? Wield your swords in a different order. One sword too light to be primary with your chosen secondary? Tough. That is one of the advantages of the Balance legacy(I won't elaborate on how exactly balance lets you get away with different weight issues).
It is still, all in all, a useless skill. The only time you ever might need to jab with an offhand sword is when blind and disarmed.
Just because you can't find a pair of vuln exploiting swords vs just one, doesn't mean a new skill needs to be coded up.

Get off of the Balance legacy and don't turn this around as an attack against me.
I didn't ask for your advice.
I didn't ask for your opinion on Jab.
I never once said I could't find a vuln exploiting weapon.
What I did explain was how it didn't have any noticable impact on BOTS.
I did explain the use of the weapon and gave an example of how it could be used. Jab is useful in sevearl areas I've encountered with my Specs.
And I didn't once say a skill needed to be coded up because I couldn't find this that or the other sword.
