This is something that is kind of funny to me. Thera has alot of water areas, and there are alot of classes that choose to have a boat to cross the waters, instead of flying. My idea would be to make it so that those classes who are using a boat can't really do much while fighting someone else. I mean come on. An arial, who is naturally at home in the air is being destroyed by a warrior who's in a canoe, or a raft. This doesn't seem right? The warrior should not be very good on the water unless he is flying also. He should also feel pretty weird to be off the ground anyways, so that should affect his fighting.
All i'm saying is that if you are in a raft, canoe, or anything of a boat variety, you shouldn't be able to fight very well. If you are in a canoe and you start a fight with someone, you should have alot to worry about. you should worry about losing balance and falling into the water, you shouldn't be able to kick, or dodge any, because you are in a small canoe, or raft. Do you see what I'm saying? I mean make it more of an advantage for those who actually fly when fighting those who aren't use to flying through potions, or those on the water in canoes, or rafts.
There should be a big downside to a non flying class attacking someone who is use to flying, and is flying near water. THe non-flying class should feel totally weird in the air because he doesn't fly. Just because he quaffs a potion of fly doesn't mean he's going to be good at fighting while flying. I dont know, he's just not going to know how to fight effectively in the air is all i'm saying.
There were actually two ideas in this note. People fighting while in rafts, or boats, and non-flying classes that are actually flying being able to kill just as well as if they were on the ground.

Flying characters that don't have a raft (or land) to push off from or brace on to gain leverage/momentum as needed should be penalized as well. It's a wash.

We need player controlled man'o'war with cannons and parrots on them, and more eyepatches, and blunderbusses, and scurvy. Add scurvy to the game if you dont eat enough limes, and there should be a new race, "Dutch" who like get perma haste on water fights.
Also, lazer shot from the face would be nice.

Arials, and those that fly already have an advantage on rivers. Giving them an advantage on the sea isn't really good for game balance. There's simply too much water in Thera to essentially make arials, or those with fly potions, supreme there. Of course, arials really hover, and seas and oceans naturally have froth and waves everywhere. An arial should really be scared to death to even fly over water as waves crash into him and spray hits him in the face. So, instead of delving into these fairly insignifcant factors, we choose to let all things be equal, for the most part, due to game balance.
In theory, you're right, and it makes sense. But everything that makes sense can't be implemented, simply because of game balance issues. That being said, who knows what the future holds. But I, for one, prefer a healthy balance to dotting every i and crossing every t.

What your dugong needs is forage skill in water. Also, I think that its offensive output needs to be nerfed, the peaceful critters they are.
