Level has a small effect on lockpicking, but its impact is dwarfed by all of the other factors I can think of, such as quality of picks and whether or not you have improved picklock.

Yes and no. You might find you can pick a lock at level 30 that you couldn't at level 10 without changing other factors, but you also might have been able to pick that lock at level 10 by finding a better set of picks, for example.
There aren't any 'this level character only' locks per se; however, you might find some very very hard locks that for all practical purposes will require you to have most if not all of your lock-picking ducks in a line. One of those factors would be your level, although it's one of the smaller ones.
There's the indirect level requirement, of course, that some locks can't be picked (or can't be realistically picked) without the advance pick lock skill, which is a higher level skill.
