CF Helpfile: The meditations of Calming the Tempest focused upon not allowing one's self to be swayed by outside forces. Initially practiced in a secret order of warriors to train its members to never reveal what they knew, it was discovered that these warriors could apply their honed willpower to resist the effects of spells and communes.

No, it isn't.
The legacy does affect how your character will deal with many magical attacks, including his/her saving throws; however, not in a way that will affect the saves part of your score.
So my question is, does it actually work against communes? Thanks in advance.

Sure does -- with the caveat that it's only of significant help vs. communes that involve spell saves (which is most of them).
I'll tack on as your free gift that you probably get the best value out of Calming the Tempest by continuing to gear for saves to some degree. Consider it a powerful supplement to -spell rather than a replacement.
Forsaken Thoughts is probably your single best anti-communer value as a legacy choice, and should be helpful vs. all communes.
