Could we get a racial request similar to wilderness or alignment request. The idea however is to limit it to strong racial loyal factions, especially the neutral factions.
-Gnomes, Svirfneblins, Dwarves, & Cloud Giants.
This would definately not be suggested for evil races or the ever fickle humans.

This has come up before and I think I even entered it in Zulgh's Xmas wish list in 2004 as a modified (=trading) version where in addition to the lag you'd have to pay the item's value to the NPC and be of at least the level of the item and/or NPC in question, as they wouldn't just give it to you out of the goodness of their heart. I can't remember any imm comments on this either, which probably means they don't think it's a good idea for whatever reason, or nobody cares enough for it or it's waay down on 'the list'. Either way, would be nice to hear some feedback on it.

I think this is insane. Gnomes are already way on the powergamey side of the swing. Adding request, to me, seems stupid.
Really, I don't see why any of these guys need a racial request, and I don't see how it would be fair for them to have it. The only place I'd even start to consider a racial* request to be reasonable would be wood-elves, and that's just because there's a precedent with naturey folk.
Note: Meaning other than where they already exist, between goodies.

Although in reality, I'd agree that we'd see people abuse this. What else is new.
But I think RP-wise, it would make sense- at least for dwarves, for instance- considering their strong ties to one another and CF history and their background.
I think this always comes up because, say as a dwarf, it would be poor RP to kill another of your own kind, albeit a mob, just to gain a piece of eq that you want. And realistically, that'd be the only way you could get some of this gear short of PKing another PC (which would be another dwarf in most cases, so go figure)...or lucking out and finding it lying around. It makes a lot of sense. Maybe putting a really long timer on the request would be a viable solution.
Perhaps you could make a similar argument w/ w-elves.
But considering game balance and all that, you're right- it might not exactly work. It's not a perfect world.

You shouldn't have only murderous neutral dwarves getting dwarf only gear from neutral dwarves, while those who hold to strong racial rp can never participate with it.
I also think its really poor form for svirfneblins to be killing svirfneblins, etc.
Your gnome argument was curious. While I agree there a lots of other issues with gnomes, I never thought there would be an "unfair" issues with gnomes requesting from the very sparse gnome population in the game.

The quantity of mobs is irrelevant compared to the likelihood that such a mob, when found, will have good gear. There may be 100 orc mobs around but only a few have gear that I'd care for. And though there are only a handful of gnomes floating around, a good portion of them have gear that I'd want as a gnome (and even often times not as a gnome). There are scrolls, staves, and wands in addition to the gear itself that I would never want to see be retrievable just by using a racial request and sitting idle for 3, or even were it extended for this, 5 minutes.
Should svirf/gnome be allowed to request the bracelet of charms, for instance? A staff of healing maybe? I say no. I'm one man. But I still say no.
