Just out of interest, but since the cities fires are starting to annoy me, why doesn't weather change such as rain maybe cut down fire times, or even put them out. and if it already does then forget I said anything.

You want the fires out faster... put them out. From the other side of the coin, it's pretty annoying that cities recover very quickly with no effort put forth whatsoever.
