I know its coming to the point where it seems like I only post to complain or advocate something being changed, but hell, thats the kind of stuff that makes people want to talk.. So without further delay:

Why are basic, low level, all around crappy, preps with fairly major drawbacks like haste, stoneskin, recitable shield and aura becoming so limited? I simply do not understand the reasoning behind making these preps available only to people who have the time to do the MMORPG thing and farm them repeatedly.

Haste, Aura, and Shield have been limited for a long while. There was one omission that got corrected semi-recently, but it was the rare exception and not the rule.

Some Stone Skin preps are limited, some aren't. No changes have been made on that front.

All of these are limited for the same reason any powerful item is.

I guess I don't see stone skin and haste as powerful so much as necessary to even compete with many classes.

Going through a phase where all the preps you know are gone and there is a horde out for your head is really quite frustrating.
