It -can- mean something to the power of the spell too.
The most extreme example is invoker mastery of an element (which requires a bunch of 100%s).
Also, vokers in general need a certain percentage in a spell before the next spell of that element becomes available to be learnt.

some effects can cause a spell or skill to fail, but it will be a different echo then that.
