Since it came up on the newbie channel today, and people can't agree, figured I'd post here and get the Imm response so that the poor newbie that actually ASKED the question gets the right answer instead of the massive argument he got.
Newbie's question: Do spells mana costs ever change?
Answer A: Spell mana costs never change. They only change in %s in that as you level, you get more mana, and therefore the % cost goes down.
Answer B (My belief): Yes, but only in a small range. A respectable number of spells start w/ a 50 mana cost, that decreases quickly within 5 levels to whatever the "final" mana cost is.
IE: You get a spell a level X (say 20). It costs 50 mana.
Lvl 20: 50 mana Lvl 21: 33 mana Lvl 22: 25 mana Lvl 23: 20 or less. Forget how it goes if it drops to 5 or 10 mana.
Obviously, answer B also has an impact on %s, and would act like A does in that regard, but even MORE significantly as your mana pool goes up AND your spell cost goes down.
In the greater scheme of things, once you get 2 or 3 levels past gaining a spell, then the mana cost DOESN'T ever change.

All spells that have a final casting cost of under 50 start at 50 at the level you get them at, and then go down from there until they hit their final casting cost.
For example when you first learn 'detect invis' it costs you 50. Some number of levels later it will cost you 5.
