About 99% certain yes. In fact, I think there's a log floating around of Zaan and a warrior using cranial killing Tavlin that way.

No. Great for avoiding warrior lag! Lots of "momentum" style attacks don't work underwater. Charge. I think throw. Can't remember the rest.
