How exactly does the Library work?I can't seem to find information on stuff.

2003/06/19 The RESEARCH command makes its debut. The test library goes
live in Hamsah Mu'tazz. See the HELP for details.

Basically you use the Research command while in the library.

I believe there is a Helpfile in the game, it's not on the website though.
