If I will master, for example, curse spell up to 100%, will it work better against fors, or does this % only affect chance of successful cast?

Same goes for other spells/communes (immolation, blindness, remove curse and etc).

Is there any way to increase effectiveness?
-svs spell will give protection, but how can I increase effectiveness?

Okay, thanks, I've got it.

And level affects it too, right? Why sometimes it's nearly impossible to curse say, elf bard, but so easy to curse a warrior?

Jsut because elf bards usually have tonns svs spell?

Your question seemed as if it was what can you the communer do to improve your effectiveness, not what goes into someone eles's ability to make their saving throw.

Several factors are in play there, one of which is level difference.
