Journal Entry by Hitrilipimi:
Today was a day as any other. I woke from my bunk, greeted the Magistrates
about, and started preparing for the inevitable invasion by the Outlanders.
Jermet, a rather new inductee, has been around lately. He's super cute.
Really depressed type, the kind of guy you'd meet in school who keeps his
hair over one eye and purposefully doesn't do his homework just to be cool. I
like him. While he says his reasons are impure, I think he's a softie at
heart, as he spends too much time protecting the other Magistrates and
putting out fires in cities that aren't even within his jurisdiction. He has
been trying to catch up to my title, recently, but I feel bad for him - as
then it will be only he and I who can fight the outlanders, and he'll no
longer be safe from their five-to-six-man invasions.

Sendril is another one who has been very helpful lately. Despite his god
ignoring his prayers (which may be some sort of test, he remains dedicated in
both his faith and duty. He protects the citizens within the city, he does
his best to heal me, the guards, the Executioner, and any others who are in
harm's way. Despite not having a profuse sense of humor, his candid nature
has its own charm, and his self-sacrificing ways definitely help in drawing
people to listen to him.

Aside from enjoying the banter and company of these dedicated Magistrates, I
find myself pondering the law itself, and will likely write on it soon, with
the hopes that my opinion may find its way into the Magistrate Library.

Chapter 3

With Omntur gone, Hitrilipimi was promoted to Provost. It didn't come with a
guide book, a discussion, or even an opportunity to ask questions. It came
with a statement from Umiron, the first Hitrilipimi had heard from him, just
stating she was being promoted. Feeling a bit lost, she hopes to help the
Tribunal bloom a bit more, and grow in number at least to the extent that the
Outlander has. All the same, she appreciates the opportunity provided by
Umiron, and hopes to do him proud.

Older and more secure in her views, Hitrilipimi views the law as a mixture of
rule and interpretation. Each Magistrate has their own method of executing
the law: some require more proof, some less, some speak to more witnesses,
some reason out who could have done what, etc. She doesn't want to enact any
policy that forces all Magistrates to follow a specific procedure. She thinks
variety within the execution of the law is what gives it strength. Order,
while organized, is not "dull" - it is sharp and adapts to the forces against
it. If a Magistrate follows a philosophy of law that causes mistakes, though,
they will be punished and unindicted if they do not remedy their ways. While
variety is good, radicalism isn't.

The current Tribunal numbers are rather low. In addition, most of the
Magistrates aren't around that much. Attempting to create a good control on
city patrolling involves more than just looking at how many Magistrates are
assigned to each city. It requires you try and keep an active magistrate in
each, and buffer less active ones by hoping they cover the empty spaces where
other Magistrates aren't about.

Ideally, she would like to see a more hasty promotion process to positions
such as Provincial Magistrate, Vindicator, and Justiciar. With promotions
comes passion. Those inside the Spire will see their performance rewarded,
and be further inspires to be more active against chaos - and those outside
the Spire, seeing the opportunity available to Magistrates, will want to join
since they will be left to do more than simply patrol Seantryn Modan. In this
thinking, Hitrilipimi sent a note to the Immortals of the Spire in hopes for
some sort of change. While a new Provost, she hopes her idea will be
considered, as she dearly wants to increase the power of the Tribunal.

Chapter 2

Despite being the only Magistrate around for some time, Hitrilipimi received
continuous but slow promotions until she was finally stationed at her chosen
home - Galadon. Coincidentally enough, as she began to patrol it,
construction was going on. Wilhem's Cartography Store gained a cute new name
and many other shops followed example, hoping to improve their market by
appealing to more adventurers with newer shops.

Out of the Magistrates she had met, Hitrilipimi felt slightly alone in that
she wanted to spend time helping the citizens. Most of the Spire, including
her Provost, was more focused on the Outlanders - as if the only job of the
Tribunal is to hunt them down. While an important part of a Magistrate's job
is to catch criminals when available, Hitrilipimi thinks there is an
additional aspect to the position: public service.

Whenever she has spare time, she likes to feed the lost dogs, provide a day's
meal worth of coins to the beggars, and assist any young adventurers who
happen to be in the city. Being a citizen comes with certain privileges
within the city limits, and that primarily involves any small assistance that
a Magistrate can offer. Hitrilipimi looks at the job of a Magistrate to be
improving the city, helping the citizens, and making the life of any within
the city limits better if she can - which is a large step from just "Warrant
and hunt criminals".

While she views herself as fragile and somewhat incompetent, she does try her
best to act as a Magistrate should.

Role

Chapter 1

Born in Galadon, as many of Thera's citizens are, Hitrilipimi was raised,
generically, within the city's walls. Her family was nothing of particular
note, and no strong lineage existed in her blood for any specific job or
skill. Her father was a scribe, his father trained horses, his father was a
farmer, and so on - with the same variety of odd-jobs existing on her
mother's side.

When young Hitrilipimi became old enough to start her studies, which is
comparatively early in Gnomish culture compared to human, she immediately
took on a fascination of books in general. She tried to read everything she
could get her hands on: books about races, cultures, religions, cabals, law,
anti-law - you name it, she probably read something about it. Her parents,
slightly disappointed in her scholarly instead of vocational attitude, tried
to push her towards something where studious behaviors pay off: magic.

As a young transmuter, as fascinated by books as ever, Hitrilipimi found her
calling. Transmuting allowed the editing of others' bodies, as well as their
own, unlike shapeshifters who were limited to control over their own form.
With this she could help, hinder, and otherwise influence the balance of a
fight towards better ends. Not much of a fighter herself, and hardly a
battle-hardened warrior, she found the idea of this direct and indirect
helping to be ideal for her. Aside from that, her research led her more and
more towards the Tribunal - those who control the laws of the protected
cities within Thera.

The Tribunal, as she saw it, protected citizens and those within the city who
decided to voluntarily stay within its walls. Coercion was not its job, nor
was conquering the wilderness with cities, or any such world-altering scheme.
In her mind, people were like her: people who wanted to live and do what they
wanted, without other people stabbing them in the face randomly. Cities
provide that protection in the form of a social contract, where those who
break it become outlaws - exiled from the city's walls since they cannot
respect the rights of others.

With a bit of luck, she ran into the Provost, and surprisingly enough, became
a Magistrate of the far-away city of Seantryn. She hopes, one day, to be able
to protect the city in which she was born: Galadon.
