Is there a reason for that? I thought when we went to Orderly vs Lawful, we were saying that ethos didn't necessarily correspond to whether or not you followed the laws.

It seemed fair to me to add some kind of incentive to be the kind of Orderly character who actually obeys the law at the same time I added some fun ones for criminals.
