It is, and I'm looking for small benefits for recruiting/being recruited instead of taking this route, but also there are people/times that don't mesh or we don't have enough numbers, there will still always be a way in.

Should we be expecting an automated application like this for applicants to all cabals (or most, since there's a couple cabals I can't imagine this making sense for)? Or is this just going to be an Empire/Battle exclusive thing?

It's really up to those that run the cabals. I doubt you'll see it from ALL cabals because as you mention there are a couple that it really doesn't make sense for.
