#9964, "Quest command"


          

If upon completion of a quest it ranks you beyond the quest's limit the quest command will say you failed even when you didn't.

For example, I completed the second phase of the Olgakar quest and it ranked me past the 10th rank. I got the boots, but the quest command says I failed it.
