You got the echo because you didn't format the command correctly.
practice 'enhanced damage' for gem
You did
practice enhanced damage for gem, which them tries to practice a skill called enhanced using an item called for.
practice <arg1> <arg2> <arg3>
<arg1> = the skill
<arg2> is ignored and should be "for"
<arg3> = the item
