I was looking for some copper for a lowbie quest so decided to exchange a few silver for a pocketful of copper:
You hand the teller 5 silver coins.
The teller hands you 100 copper coins.
You pay the 100cp changing fee.

If I just deposit the silver and then withdraw 19 copper at a time, the fees are a more modest 5%.
