Are all of the dagger spec skills (artery and Hamstring I speak of primarily) supposed to keep the target from yelling by design. I just dont think I would keep quiet if someone cut the back of my leg or cut my arm, maybe thats just me though.

It is by design that these skills can be a silent attack.
