At least one thing that seems to do it is using the bloodsteep skill. When bloodsteep wears off, my damroll (and hitroll, I think) seem to go down by one permanently until I quit, at which point they return to normal when I log on.
In addition to this, if I remove all my gear after it has happened, and wear it again, my damroll and hitroll drop still further.
