Is it intended that transmuters have to cast gill growth twice on themselves now for it to work?

For awhile it always did it, then it was sometimes. When it did the first time I cast it would echo "Your gills reopen" but I would get the you can't hold your breath echo if I tried to move underwater, so then I cast again and get the "Your neck sprouts gills" echo. Your gills reopen is the echo you would see if you are affected by gill removal. This only removes the gill removal, not actually giving you gill growth as well. In that case, yes you would have to cast it twice. So long, and thanks for all the fish!
