I don't know if I'm entirely correct or not, but it looks like something may very well be wrong with Haggle. I was thinking about it after buying tons and tons of items, and never seeing that white-bold goodness of a skill improvement to it. I'm wondering if improvement maybe got lost/changed_drastically in the revamp to buy/sell/barter a while back.

Thanks for looking into it, or reminding me of my crack habit...whichever happens.

It works in conjunction with the Commerce code these days. Buying 1000 Galadon apples or whatever won't produce much of a result. Making "significant" purchases can, as can amassing Commerce XP.
