Zulgh fixed this recently. It should be fixed, but please don't try to see if you can create new ways to mess with other people by misusing this command, lest you find yourself without it.

Even after being allowed back into the Galadonian Guildhall (after being improperly blackballed for about a week), all my donations were erased and I had to start back at 0. Guild rankings are fairly important in guild politics (or at least are to me/my char - approx 300 gold lost dropped is a pain to recover from), so it definitely has an effect on chars.
