I don't see why a necromancer couldn't do his thing in a place like this.

The Halls of Rest
The immense size of this chamber is bewildering. The ceiling seems to
vanish out of sight above you, and the echoes of footsteps ring
out loudly upon the pristine marble floor. Along the walls are row
after row of sarcophagi, reaching from the floor to the ceiling.
Small, narrow platforms have been built to raise the sarcophagi to
their final resting place. At present they lie dormant, awaiting
their next ceremony. The chamber here continues to the east and to
the south, and there is a large doorway to the west.

A ceremonial guard stands here at attention.
A dwarf stands here, mourning the lost in solemn silence.

The chamber continues in this direction.

A large marble gateway lies to the west.
A marble gateway is closed.

The chamber continues in this direction.

Rising up out of sight are row after row, and stack after stack of
ornately decorated sarcophagi.

Plan B would be to make so the necromancer abilities work but trigger a Ceremonial Burial condition. Maybe I'll add that some day, consider where you're trying to do grave robbery.
