This may be a change from how I thought it was, and so not a bug, but I'm not sure so I post here.
Vindicator loses powers without the scales, moreso than the regular run-of-the-mill magistrate. However, he is still able to bring special guards around, outside the city. Considering he is not a real magistrate (cannot flag people) why, when he is deprived of his lieutenants (no scales), does he still get to call special guards to tote around with him? Seems bug-a-licious.
