Just east of Udgaard on the plains...
The river Nanthor
You float lazily on this peaceful river, eyeing the scenery
around you. The river continues to run from the west, turning
a little to the northeast here. On all other sides, the plains
come up to meet the flowing water. Small fish of various bizarre
colors swim in and out of underwater vegetation and miniscule air
bubbles rise up from the mud on the bottom. As you look upstream,
you can see a heron off in the distance, standing as still as a
statue waiting to strike for a fish.

A Path in the Plains
You are standing on a hardened dirt path in the middle of a large and vast
plain that is covered with tall grasses and small bushes. The myriad animal
life surrounds you with the buzzing of insects and the grunts and calls of
the various other creatures. You can continue on the path you are on now,
or you can walk in any other direction you wish through the grasses. The river
runs by to the north.

This place is not only civilised looking, but enough of a city place to disperse windwalk. By design and intention?
From the description it doesn't look like it should do that.
