Hey- could someone please take a look at enchant weapon? I think it's bugged. I tried to use a scroll and it said "you need to carry the weapon."

"recite scroll sword" is the syntax I used, and it was in my inventory.

Works fine. It's possible you were wearing a sword as well as carrying one in your inventory, and were targeting the wrong one. The target has to be in inventory for Enchant Weapon to work.
