When you summon them, you bring them from their plane to yours. When you dismiss them, you send them back to their plane. If you are already on their plane then dismissing them wouldn't send them anywhere.

What about simply changing the idea of dismissal from "sending the creature back to its own plane" to "sending it some other plane than you are currently on," which seems like it would be more suitable to a conjurer's needs.
