This could be by design was my guess but being as they seem to be normal people and not constructs or anything, it seemed a little odd to me: With the symbol of the Imperial Codex emblazoned on the breast of his surcoat, this man stands here collecting the taxes needed to allow the Empire to flourish. He is obviously under some sort of spell to guarantee that he is not dipping his hand into the Imperial Coffers. You would not be surprised if he were forced to fight to the death, rather than let anyone pass without paying their due.
