A human is here, straightening up a display of wands.

even interested in purchasing.'

A tall, handsome man stands nearby, beckoning you closer with a large smile.
He's clothed in a fancy robe that is covered in magical runes and symbols.
His skin is well-tanned and slightly wrinkled with age. Another one of the
Tower's proud shopkeepers, this invoker tries desperately to sell you a wand
or three. He periodically zaps himself with a wand in order to show its
effects.
An invoker shopkeeper is in perfect health.

You peek at the inventory:
(Glowing) a wand of continual light
a wand of return
a wand of wall of fire

This presents the outward appearance of ice, but seems abnormal upon closer
inspection. Although it emanates an aura of cold, it is dry to the touch and
does not seem to be melting. Its large size, about as long as a human's
forearm, is also not typical of normal icicles.

A strangely dry icicle is a wand, made of water, and weighs 4 pounds 15 ounces.

Shopkeeper in high tower refuses to take wands?!!

Pfffft.

I fixed a number of shopkeepers in that area who weren't buying or bartering for anything.
