When standing in a place that turned out to not be a forge, and failing to invoke the Inherent, I still got the 150 hour timer...even though I was not even standing in a Forge.

No it doesn't. The only way to get the counter is to fail to invoke forgecraft or to successfully forgecraft a weapon.
