Kelpie doesn't appear to get the benefits of being in "water" which a swamp is considered for normal water forms. I was wondering if this was a bug or just a weird flaw inherent to amphibious water forms.

Example, Mako takes x amount of mana to maintain in the water and the same x amount in the swamp, can fight the same in either and can use its skills without penalty.

Expected, Kelpie takes x amount of mana in water and the same x amount in the swamp, can fight the same in either and and skills work the same.

Actual, Kelpie acts as if it's on land and suffers the huge debuff to defense/offense of being on land, mana upkeep is 45ish per tic and trample is the standard low-powered version that does non-cap damage.

The tanking ability is greatly reduced though I didn't have time to snag a log.

Like you said, a swamp is not water.
