Ive noticed this on a lot of npc's that shouldnt be moving. This is a guildmaster.

As far as I can tell this is working as intended, and it doesn't have to do with MIASMA as much as it has to do with fear poison.

Area authors can decide if their mobs are immune to fear poison or not.

Might there be *some* things that shouldn't flee? Sure, but I'm fine with most of them.
