The helpfile on discharge mentions that this exotic skill may on rare occasions inflict a minor malison which "increases damage taken" by the victim. I noticed that as my skill % in discharge went up, I sometimes receive echoes along the lines of "a (potent) shock runs up your arm", yet the minor malison effect mentioned in the helpfile never appears to materialize. Thought I'd bring this up in case the skill isn't working as intended.

Tested it and managed to make the effect happen. It may not happen often, nor necessarily obviously for the user, but it's definitely applying appropriately.
